Immigrants falling behind without language skills, say researchers

Canada needs a better training system for immigrants who haven’t mastered an official language, say a former senior civil servant and a labour market researcher. 

Many recent immigrants to Canada—even those who are highly educated—are held back in their careers by inadequate language skills, something Canada’s governments must do more to address, the pair said. 

“Immigrant earnings are below average, despite high educational attainment, and they are slow at moving up towards being average,” said Cliff Halliwell, a retired director general of policy research for Employment and Social Development Canada.

However, a former senior official in Immigration, Refugees and Citizenship Canada disagreed that language was the biggest reason immigrants have trouble keeping up with native-born Canadians financially.
